Image Resizing Problem

I've been having a problem when I try to resize pictures larger. I use the
Microsoft Digital Image Starter Edition 2006 Editor, and when I try to make
it bigger, it will SHOW the image larger and I'll save it. Then, when I go to
print it, the image will be the exact same size as before. I adjusted the
size by pixels and after that didn't work, tried using the exact measurement
I needed in inches (I'm using my printer to make an iron-on image for a
t-shirt). Is there something wrong with the program, or am I not using it
right?

1. Open the photo
2. Use the crop tool, use size in inches to match the size of the iron-on
paper and place the crop over the area of the photo you want to keep. Done,
to close this window.
3. Click on File and Print. Change the printer settings to the size of the
iron-on paper.
4. Select the print size, use "Fit to printable area". If the fit is
perfect, the image should fill the screen and is ready to print.

After printing, use Save as and add something to the name like cropped and
save. Then Close the original image and answer No for save the changes.
