I would like to have software that would allow me to open a photo,
move the cursor over an individual, click on the persons head and be
able to type their name into the record. From that point forward,
anytime anyone opens that photo and passes the cursor over the person
in the photo, his/her name pops up in a screen message.

Is anyone aware of such software?

Only in the form of Facebook's "rollover" photo tags...
