Animation and Layers in Paintshop Pro

I am having problems in Paintshop Pro version 7.04.It
can't read the layer pallet, and I can not do animation
in the animation shop that comes with Paint Shop Pro. Can
someone please help me figure this problem out.

Have you created the graphic layer ?

go to

- Layers

- Promote to Layer

and that should do it. :)I also have psp 7
